Before you evaluate anything else, you need to establish whether the agency actually knows what they are doing technically. Search engine optimisation (SEO) is the practice of improving a website’s visibility in unpaid search results. Technical SEO refers specifically to the infrastructure of your website – how it is built, how fast it loads, how search engines crawl and index it.
Ask: “Can you walk me through what a technical SEO audit covers and how you would prioritise fixes?”
A competent agency should be able to describe the audit process clearly – crawl errors, page speed, mobile usability, duplicate content, canonical tags, structured data, internal linking architecture. They should also explain how they decide what to fix first, because not all issues carry the same weight.
Ask: “How do you handle Core Web Vitals?”
Core Web Vitals are Google’s page experience signals – they measure how quickly a page loads, how stable the layout is, and how quickly it becomes interactive. Any agency calling themselves technical SEO practitioners should be able to explain this without looking it up.
Ask: “If you discovered a technical issue that required developer access to fix, how would that work?”

Ask: “Do you use private blog networks (PBNs) or link farms?”
A PBN is a network of websites built specifically to pass link authority to target sites – a practice that violates Google’s guidelines and can result in manual penalties. Most agencies will deny using them regardless of whether they do. The value of asking is in the follow-up: if they hesitate, get defensive, or pivot quickly, trust your instincts.
Ask: “How do you report on links built? Will I be able to see the actual links?”
Every link built on your behalf should be visible and verifiable. If an agency cannot or will not show you the links they have acquired, that is a serious problem.

The better question to ask is: “What has changed about your approach in the last 18 months, and why?”
An agency that cannot articulate how their methods have evolved is operating on outdated assumptions. Ask: “What is the minimum contract term and what are the exit conditions?”

Ask: “What happens to my accounts and access if we end the engagement?”
Any credible agency will transfer full access back to you with no conditions. If an agency hedges on this, that is a significant flag. Ask for a sample monthly report. This single question tells you more than any other – whether the agency tracks what matters (organic traffic, keyword rankings, leads), whether they communicate clearly, and whether their reporting is designed to show progress or to look impressive. If they cannot or will not show you a sample, do not proceed.

You may not yet rank on page one for your highest-volume primary keyword. Organic traffic should be trending upward, even if conversion volume is still building. Any agency promising page-one rankings for competitive keywords in under 3 months is making a promise they cannot keep.

Two or three strong, recent, relevant case studies are worth more than 20 older ones from different industries.
